The one million plus Armenians who died in the Ottoman Empire’s genocide attempt would, I suspect, beg to differ. Far from a system of enlightened devolution of power, The Ottoman Empire had a weak and corrupt centre which allowed provincial elites to assert themselves in a quasi-autonomous fashion.
