It is clear that in absence of statutory status it amounts to be an extra constitutional body without any responsibility towards any body. It becomes safe heavens for those (public servants particularly IPS) who do not want to do their duties or work hard for achievement of goal of institution but want to get work done through others particularly subordinate staff. Subordinate staff also gets no justice when they become prey to highhandedness,caste prejudice,etc. in the office. Moreover, it is tax payer money being utilized without any scrutiny/ audit for serving the interest of a few. Due to lack of transparency in the institution, it make the situation more suspicious. No doubt, with all maladies, institution is doing extra well to serve the nation but by a few officials. Our premier institution needs overhauling immediately with police power and well trained, dynamic n willing officers to serve in such institutions. A comprehensive law is required to regulate the functioning of IB so that it can counter the sinister attack on our system by very powerful intelligence agency of our neighboring country.As far as, funds are concerned, it can be provided to the institution like any other agency in a legal and transparent manner with facility of audit/ scrutiny by office of CAG. Overall, we need a robust agency to protect the interests of nation by providing adequate teeth , funds and restructuring the premier institution with provision of proper audit, scrutiny and well defined charter of duties, etc. to restore the credibility and make it a powerful and functional institution of the country.
